Good
afternoon, Chairman Hammen and committee members. I am very grateful for the
opportunity to address you. I am Rev. J. Grace Harley, host of God's Will and

I am here to let you know that people can leave the
transgender lifestyle permanently. I am here to ask you to protect all people,
and not just a few.
I lived for 18 years as a transgendered man called
Joe. I once wanted to have sex reassignment surgery. I thank God today I could
not afford it. Later on in my 20s, I asked my gynecologist for a hysterectomy.
He refused, but I was able to get testosterone injections.
Today I am all
woman, body, mind and soul. I am no longer Joe, no longer do I have the mind of
a male. The transgender lifestyle is all psychological. It's in your head.
I am concerned that my story and my very ministry, which is an outreach to
all people that transgenderism can be healed, will be endangered because there
are no religious exemptions to this bill.
My ministry is to let the
public and gender confused individuals know that they are a child of God and
that God created man in his own image; male and female He created them.

House Bill 474 has no exemptions whatsoever for
religious activities or beliefs and I could be forced to employ a transgender
individual who obviously would not carry my beliefs and would not be able to
assist in the purpose of my ministry.
House Bill 474 does not have any
exemptions for public accommodations so I would have to use the same dressing
room as a man and be forced to make believe that he is a woman even though I
know the truth because I lived it. But this bill would force me to agree to a
lie and be silent. It takes away my freedom and liberty and that of every woman
in Maryland.
I am concerned that schools would be afraid to allow me to
come and tell my story of freedom from gender confusion because others will
accuse me of contributing to gender identity discrimination. I am concerned
that cable television would be afraid to allow my show to continue.
House
Bill 474 applies the full moral disapproval of the government to those like me
who celebrate the sex assigned at birth. There are significant fines and a jail
term for violating this new law. Don't pass it. You are taking away our
freedoms and liberties.
